现在的医疗器械结合了当今最新的技术成果以及较强的技术知识密集性。本行业促进了社会经济的飞速发展，同时不断提高医学的进步性以及公众对于医疗的卫生保健水平。医疗器械产业是保障人类生命及健康的重要产业，该行业要求所生产出来的产品必须融合当代最新的科学技术。随着社会的飞速前进，医疗器械产业已经演变为增长速度最快的行业中的一个。在世界发达国家，医疗器械产业以每年较高的增长率稳步发展，越来越多的人进入这个行业，该行业也被人誉为朝阳产业。一个国家的医疗器械产业的发展水平体现了该国的综合经济实力以及发达水平。为此，本文对于医疗器械的相关内容进行了规划的制定、医疗器械项目的拟定、分析医疗器械的市场份额以及它的未来发展情况，让我国的医疗器械产业能够稳步发展，带给大众更多的福利与健康。
研究目的
以政府管制理论为本文研究的出发点，根据山东省医疗器械市场存在的问题，就如何监管，怎样监管，提供一些有价值的参考意见。
研究方法
本文综合采用系统分析、比较研究以及理论和实践相结合的研究方法对山东省医疗器械监管问题进行研究。首先以系统科学的思想为指导，认真分析政府医疗器械市场存在的问题及其原因，提出完善医疗器械市场监管的各项措施。其次，比较研究。对比分析了美国、日本、澳大利亚、英国等国外医疗器械监管的现状，为建立我国医疗器械的监管形式提供了借鉴。最后，理论和实践相结合。本人结合药监工作，把监管的理论和实际紧密相结合，从理论上实证，从实践中来检验理论的具有实用价值和创新成果。
主要结果
通过对山东省医疗器械市场管理存在的问题进行分析，提出问题原因与问题解决对策，为山东省完善医疗器械管理的法律、法规及根据山东省具体情况研究建立医疗器械市场信用体系，促使医疗器械企业树立诚信观念和品牌意识，从而营造公平竞争、规范有序的市场环境，把企业的竞争引到提高技术能力和经营管理水平上来。并通过研究使山东省建立高效的医疗器械管理信息系统，提高监管效率，让医疗器械监管部门有限的人力物力发挥尽量大的作用。
结论与建议
随着我国经济的不断发展，社会不断进步，人民生活水平不断提高，对健康越来越重视，对器械安全的关注也越来越多。本文以探索对山东省医疗器械市场进行有效监管为研究方向，通过分析山东省医疗器械市场存在的问题以及成因，在政府管理理论的指导下，得出以下结论：首先，加强山东省场上假劣医疗器械的监管，开展一系列的专项检查，强化医疗器械检验所的技术监督力量，提高稽查人员的执法水平，进一步打击假劣医疗器械，净化医疗器械市场。其次，加强医疗器械生产企业医疗器械生产质量管理规范的实施，鼓励企业在政府的引导下做大做强。再次，通过在医疗器械经营企业中开展诚信体系的建设，建立医疗器械两网，规范医疗器械经营企业的经营行为。此外，完善有关法律，在医疗机构中建立医疗器械使用许可证制度，开展“规范医疗器械供应商”、“合格医疗器械供应商”的评定，使医疗机构器械有了规范化管理。最后，建立于各部门的联系会议制度，多措并举的对医疗器械广告进行监管。在市场情况不断变化的条件下，我们的管理部门也应该根据实际情况及时改进管理方法，不断创新，做到与时俱进，才能对医疗器械市场进行有效监管。
