区域经济的竞争在经济全球化以及经济一体化的背景下是以城市群的竞争形式展现出来的。而辽宁省沈阳经济区的建设是一种战略计划,以应对目前区域经济一体化。通过此战略选择,协调辽宁省中部城市之间的分工合作,以期尽快参与到经济全球化的竞争中去。辽宁省教育厅和沈阳经济区八个城市在2012年12月签署了《沈阳经济区教育一体化合作协议》。此协议的实施可以帮助解决沈阳经济区技术型人才短缺的问题,同时推动经济区职业教育向系统化、大型化方面发展。职业院校和企业的开办将获得沈阳经济区的鼓励和支持,同时行业部门和企业作为职业教育的基础进行该区域职业教育集团的组建。此措施将能够促进沈阳经济区职业教育集团的建设和发展,为经济区提供所需要的技术人才。

Abstract
With the upgrading of production costs, the structure of regional industry shifting from knowledge-intensive to labor-intensive, this transition requires higher qualified labor practitioners and higher production efficiency. The development of vocational education would improve the quality of employees, increase productivity effect so as promote regional economic growth. To be able to achieve economic, educational, social and sustainable development, the level of economic development should be a sufficient amount of investment in education, the scale and pace of development of education should be matched with state fund, the situation of social development, the overall situation of education, and the development of human resources.
Competitive regional economy under the economic globalization and economic integration is based on competition in the form of urban agglomerations. The construction of Shenyang Economic Zone in Liaoning Province is a strategic plan to address the current integration of regional economic. Through this strategic choice, Liaoning Province coordinated division of labor among the cities in Liaoning Province, in order to participate in the competition of economic globalization as soon as possible.In December of 2012, Department of Education of Liaoning Province and the eight cities of Shenyang Economic Zone signed the "educational integration of Shenyang Economic Zone Cooperation Agreement." Implementation of this agreement would help solve the shortage of technical talents in Shenyang Economic Zone, while promoting development of economic zone of vocational education towards large and systematic. The establish of enterprises and vocational educations will be encouraged and supported by the Shenyang Economic Zone, meanwhile, set-up the vocational education group based on the responsible departments and enterprises. This measure will be able to promote the construction and development of Shenyang Economic Zone Vocational Education Group, and provide technical personnel for the economic zone as needed.
