Chapter One Introduction
1.1 Background and Significance of the Research
As China’s comprehensive national strength enhances gradually, China plays an increasingly significant role on the international stage,so “the voice of China” attracts more and more foreign people’s attention. The outside world is eager to know what has happened in the past years--the challenges the country has faced, the policies it has carried out, the achievements it has made, and the measures it has taken. What’s more, with the deepening of globalization, the development of China has a very close relation with the interests of other countries. The situation in China will have a significant influence on China’s reaction towards the international affairs. Obviously, the GWR is an authoritative channel for the foreign people to get a panorama of China. Thus the study of the English translation of the GWR has its practical significance, and it aroused great interest of the domestic scholars and English learners. The GWR is translated by Compilation and Translation Bureau of the CPC Central Committee, which can ensure the accuracy, retain the political sense and policy-orientation of the Report. Thus the English translation of the GWR has the value to study. There are a lot of studies on translation, such as translation and teaching, international publicity translation, translation and cross-cultural communication, translation and literature, but translation on political texts is insufficient in quality and quantity. There are some studies on the English translation of the GWR, but most of them employ the Function Equivalence, the German Functionalism, the Relevance Theory or the Eco-translation Theory.

1.2 Methodology and Research Questions
In this thesis, the author makes use of the network models of the CIT to analyze the thinking process behind language conversion. And on the basis of the features of the GWR from lexical level, syntactic level and textual level, the author redivides them according to the translation strategies used at each level and adopts the qualitative study to analyze the examples chosen from the GWR. The vocabularies with corresponding features are collected from three-year GWR (form 2014-2016) because they are few in number in one year’s Report. However, considering the GWR has fixed sentence patterns and textual structure, and in order to make the material up to date, the author only cites the examples from 2016 GWR to analyze the syntactic translation and textual translation.
