【摘要】
伴随着互联网、手机等新型通讯工具及通讯手段的更新，给大家的联络与沟通带来了很大的方便，也为大家的讨论提供了新的平台，因为网络的开放性、便捷性以及互动性这些特点吸引很多群众，所以网络舆论在社会上的影响日益加深，对社会治安也产生了很大的影响。公安部门的工作因为其特殊的敏感性与政治性，而且具有天然的吸引力以及刺激性，十分轻易的既可以变成舆论所关注的“焦点”。尤其是近几年，涉警舆情此起彼伏，过去的网络默默无闻，现在已经发展成社会生活的主力军，一些涉警事件经过网络的传播，快速发展成为社会所关注的焦点，在网络上发布的涉警舆情迅速发展为群体性的事件。因涉警案件具有特殊性，网络上的涉警舆情总是社会矛头的指向，人们的对它的关注较多，这种涉警安事件最容易引起公众的关注，来势比较凶猛，为此这种事件的处理也给公安部门提出了严峻挑战，考验了公安部门的处理能力。另外，作为一项基本的群众工作，对涉警舆情进行引导也是公安部门应尽的义务之一。当今社会，具有高度的开放性、透明性，对公共突发事件进行处置要加强舆论的引导工作。公安部门的工作主要和人民的公共安全及人民生命财产的安全有关系，这些问题备受社会关注，也容易受到媒体的关注，一旦处理不好，就会引起争议。因为舆论环境会发生变化，所以公安机关对这方面的案情要高度重视，在做好这方面工作的同时，还要对这些事件做好处理，对公众产生的舆论做好引导与处置。因此，我们要对涉警舆情高度重视，并做好各种应急事件的处理工作。
受“情报信息主导警务”战略的指导，各地的公安机关都认识到了网络舆情处理的重要性，所以本文分析了网络舆情的现状与特点，进一步分析了上海地区处理网络涉警舆情的现状，对公安机关应对涉警网络舆情的策略进行了分析，提出了上海地区公安机关应对网络涉警舆论危机的建议。要解决好涉警舆情中存在的问题，公安机关还要从思想是加强认识，进一步明确网络舆情处理在公安工作中的重要地位，建立网络舆情处置和预警机制，对涉警舆情加强理论分析，并总结出科学、合理方式与方法，为网络涉警舆情提供准确、可靠的信息。
