在党的十八大报告中,“社会组织”这一概念被赋予了极高的重视程度,为达到提高科学管理水平的目的,我国政府把社会组织建设和管理作为一条行之有效的途径,在不断进步和逐渐完善的公共行政体制的影响下,我国社会组织的发展势头良好。当前,由于某些客观原因的影响,以及在管理方面存在的制约,我国社会组织虽然取得了不小的进步,但是仍面临一些在制度和现实方面的困难,约束着社会组织发展的继续向前。就广州市而言,其社会组织正处于发展的初期,面临着来自各方的压力,比如,尚不完善的社会组织管理制度,尚不健全的社会组织管理监督体系,尚不畅通的社会组织运行机制和渠道等等,这一系列问题的产生都会造成飞速发展的经济水平与社会组织建设和创新互不适应的现象。本论文以社会组织管理创新为研究视角,以广州市为个案,通过对广州市社会组织建设和创新的研究,分析目前存在的现实问题,具体研究和阐述我国社会组织的定义、作用和功能的建构,最终提出解决方案,并给予建议。本论文重点在于研究政府对社会组织管理和创新的现实意义,以及在社会组织发展和管理中所起的作用,重点强调能力建设和管理体系建设对社会组织的重要性,最终达到民众、社会、政府三者共同参与与协作的社会管理运作目标。
本文共分6个部分。第一部分,绪论,介绍了选题的背景与意义、国内外研究现状、研究方法及思路。第二部分是社会组织概述及社会组织管理创新的意义阐述。第三部分是广州市社会组织管理创新的现状,包括广州市社会组织发展现状、广州市社会组织管理创新所取得的成果以及广州市社会组织管理存在的问题及其成因。第四部分是国内外社会组织参与社会管理的现状,主要包括我国社会组织参与社会管理的主要方式、国外加强社会组织管理的主要做法和国外社会组织在社会管理中的主要作用三方面内容。第五部分在前面已经的基础上提出了创新广州市社会组织管理的对策建议,主要包括建立健全社会组织管理法律体系、全方位培育扶持社会组织、构建政府与社会组织正确关系和提升社会组织能力四个方面。最后是结论。
