服务型政府视角下的电子政务建设研究，就是要充分发挥电子政务作为多媒体实现双向交流的技术和手段，为建立服务型政府的目标服务，充分利用电子政务所提供的在政府治理理念、治理体制以及治理方法等方面的创新契机，实现政府业务流程化、组织结构的重组与优化，向社会大众提供全方位的优质、透明而规范的公共管理和服务。通过电子政务的建设，及时有效地解决当前我国电子政务发展中所存在的问题，为创建服务型政府提供有力的工具，为构建社会主义和谐社会提供强大的支撑。
本研究按照提出问题→分析问题→解决问题的思路展开，比较全面地阐述了电子政务及其对建设服务型政府的作用,分析了电子政务在服务型政府建设应用中存在的问题包括对电子政务认识不足、电子政务技术支撑体系不完善、信息资源利用率低、公众参与电子政务的积极性不高以及数字鸿沟现象突出和相关的法律法规建设滞后。然后对问题存在的原因进行了分析，主要有观念上存在误区、规划上缺乏整体性和统一性标准和资源利用上不合理。在此基础上指出了服务型政府的电子政务建设的选择路径，包括加强公务员的信息化培训、统一电子政务的建设标准、提高信息资源的利用率、加强政务网站的互动性设计、消除数字鸿沟和建立健全相关法制体系，最后对全文做了总结。通过本文的研究，期望能够引起我国社会对电子政务发展的关注，将加快电子政务建设视为推动我国建立服务型政府的重要动力，进而不断促进我国电子政务的发展，为社会大众更好的服务。

Abstract
Construction of e-government service under the government perspective, is to give full play to e-government as a two-way exchange of multimedia technologies and means for the establishment of service-oriented government's target service, make full use of the concept of governance, governance, e-government system provided and treatment methods and other aspects of innovation opportunity to achieve government business processes, restructuring and optimization of the organizational structure, providing a full range of high quality, transparent and standardized public administration and service to the community. Then the reason for the problems analyzed, mainly on the concept of the existence of errors, lack of standards and the integrity and unity of the irrational use of resources on planning. On this basis, select the path indicated e-government construction of service-oriented government, including the strengthening of information technology training of civil servants, a unified e-government construction standards, improve the utilization of information resources, strengthen government website interactive design, eliminating the digital divide and establish and improve the relevant legal system, and finally made a summary of the full text. Through this research, our social expectations can cause concern for the development of e-government, e-government will speed up the construction of our country as an important driving force behind the establishment of service-oriented government, and then continue to promote the development of e-government, in order to better serve the community .

前 言
2012年11月，中共第十八次代表大会提出了建设学习型、服务型及创新型的马克思主义执政党，且明确表示要建设职能合理、结构优良、廉洁高效、人民满意的服务型政府。我国进行服务型政府与电子政府的建设研究时机已然成熟，重视服务型政府角度下的电子政务建设研究，也即要积极发挥电子政务身为多媒体完成双向交流的技术及办法，服务于建设服务型政府的目标，同时要充分利用电子政务提供的政府治理理念、体系以及办法等各个方面的创新机会，完成政府业务流程化、组织结构的重组及优化的目标，提供给民众全面的、优良的、透明且规范的公共管理及服务①。电子政务的建设，能够很好的处理目前我国电子政务发展中出现的问题，且可为创立服务型政务提供强大的工具，为社会主义和谐社会的构建提供有力的支撑。
