C has identified an opportunity to develop a bagasse pulp mill in northern Queensland, USA.
•Far North Queensland is a major sugar growing region of USA. T Sugar Limited operates one of the largest sugar mills in USA in the town of T in Far North Queensland. It is a wholly owned subsidiary of XXX. The sugar mill currently burns the bagasse residues from the sugar making process to generate power and steam for its own needs as well as supply renewable energy into the electricity grid.
•It is understood that there is the possibility that the sugar mill could change its energy source to low cost coal. This would mean large quantities of bagasse would be available which could potentially be converted to bagasse pulp.
•C is interested in investing in this opportunity to produce bagasse pulp from the biomass material which would be available if the sugar mil converted to coal as its energy source.
•The proposed concept for the bagasse mill would be a 500,000 t/a mill located in the vicinity of the T sugar mill. The bagasse mill would produce a bleached bagasse market pulp which C would sell to markets in China. (C to confirm grade of pulp.) The raw material for the mill would be mainly sourced from the T sugar mill. The mill could potentially use some second hand pulp mill equipment which C has avaialble and is currently located in Vancouver.
•This document contains the proposal by P Management Consulting (P) to undertake a prefeasibility study for the project to make an initial assessment of the project viability. P’s work would not cover the markets for bagasse pulp as C advises that this information is already know by it.
OBJECTIVES The objective of this study is to provide an initial assessment as to whether a bagasse pulp mill project in Far North Queensland can be a viable investment option.
Evaluation of Potential Opportunity
•The goal of the analysis is to present a clear view of the potential for the bagasse pulp mill project to be viable.
•The study would also identify the key risks and challenges involved in implementing the project. It would also identify the critical issues which need further investigation in the subsequent feasibility phase of the project
•The objectives will be achieved by addressing the following areas of the project:
–Availability and cost of bagasse raw material
–Bagasse pulp price outlook (Bagasse market information supplied by C)
–Technical concept
–Mill site, infrastructure and logistics
–Environmental, regulatory and social issues
–Investments and capital requirements

The raw material assessment will focus on the security of supply and cost of the bagasse raw material
P will provide information on the following areas:
•Raw Material supply:
−High level review of the availability of bagasse from local sugar cane processing industry. Work will focus on availability of bagasse from T Sugar Mill, but also consider other potential sources of bagasse in the region
−Assess the potential for C to secure this bagasse resource, security and sustainability of supply and regional competition for the resource.
−Review of logistics to supply the pulp mill and storage requirements.
−Estimate delivered cost of the raw material future price changes
−Review availability of other key raw materials
•Markets
−Bagasse Pulp price and forecast
