P will provide information on the following areas:

−Define the efficient and economical state-of-the-art technology for producing bleached bagasse pulp which meets environmental requirements.
−Prepare basic design criteria for the mill; annual operating days, design daily production rate, efficiencies, etc.
−Material and energy balances
−Capacities for main mill departments including utilities
−Indicative mill layout
−Preliminary project time schedule
−Preliminary implementation plan
−High level assessment of the potential to utilise existing second hand equipment already available to C (C to provide list of equipment) and high level assessment of the potential for integration of utilities and services of the sugar mill. (P will not undertake any detailed on-site assessment of the sugar mill, but only indicate areas of potential integration or sharing of facilities with the sugar mill that can be investigated in more detail in a later phase of the work.)
SCOPE OF WORK
The site suitability assessment will cover various technical, land-use and infrastructure issues.
P will provide information on the following areas:
•Mill Site, Infrastructure and Logistics
−P will assess the potential to find a suitable mill site in the region; either beside the existing T Sugar mill or elsewhere in the region. If C has already identified a site, P will assess that site. (Note that P will not undertake a detailed site selection study in this phase of the work, but will assess the possibility to find a suitable site and nominate an indicative site for the purposes of estimating the project viability.)
−Site development and preparation issues (legal ownership of land, cost of the land, available area; topographic data; key climatic and seismic issues; soil conditions of the mill site; geo-climatic conditions; (no soil tests are included in the study.)
−Physical and social infrastructure facilities,
−Overall environmental setting of the site with a special focus on the identification of sensitive or vulnerable environmental issues influenced by the pulpmill operations. (This will be a key issue given the region’s proximity to the Reef and large tourism industry.)
−Availability of key infrastructure:
−Transport connections and logisitics, local transport, road, rail and port infrastructure, export harbour and shipping alternatives
−Energy supply (availability and proximity to power, gas and other energy sources)
