Individuals act to create opportunities, in order to create opportunities they adjust their actions and through trial and error method they end up creating an opportunity.

According to this approach formation of organization is an ongoing process during which construction and deconstruction of organization continues. As a result, new opportunities arise that entrepreneur is looking to exploit. In such contexts resources are not readily available in set value or use rather entrepreneurs arrange resources in a variety of way often unique in nature.
Informational environment: Entrepreneurs interpret his current environment in different ways by using current resources to construct opportunities.
