6.2 Main points
Relevant reports and data have indicated that the public's contribution to the Red Cross has been reduced by 60% after Guo Meimei event. Even there were more than four years after Guo Meimei event, most Chinese people were still reluctant to contribute to the Red Cross and they were more willing to donate to other charitable organizations, more importantly, Guo Meimei event not only hurt the public trust in the Red Cross, but also even affected some of the public’s enthusiasm and confidence of participation in charity. In short, after Guo Meimei event, the public trust in Red Cross dropped significantly.Based on reviewing relevant literature and news coverage, it could be found that there were the following problems existing in the services of the Red Cross, including that the staff did not work seriously, the staff did not work actively, the donation procedures of the Red Cross were cumbersome, and there was a high level of overspending in the spending on activities of Red Cross, and the results of donation of the Red Cross were not effective. These results indicated the public dissatisfaction with the services provided by the Red Cross, which led to a decline in public trust in the Red Cross.
Literatures and news coverage on the Red Cross have revealed that it has the following issues in performing acts of charity in accordance with laws, such as failing to deal with problems when they occurred in time, less improved appointment and removal mechanism, failing to find out and punish disciplinary offense in time, impossibility of carrying out activities in accordance with established procedures, impossibility of performing acts of charity in compliance with laws, and the existence of these problems has led to a large number of corrupt practices in the Red Cross, leading to declined public trust in the Red Cross.
According to researches reviewed in this study, in terms of degree of information disclosure, there were the following problems in the Red Cross, for example, the Red Cross was not timely and accurate in disclosure of the cost of activities, the Red Cross was not timely and accurate in disclosure of situation of using funds, the Red Cross failed to provide timely and accurate disclosure of the annual budget, the public were less satisfied with the information disclosure and feedback channels of the Red Cross. Together, these results showed that low level of information disclosure was a major reason for low public trust in the Red Cross.
6.3 Limitations
One of the biggest differences between the Red Cross of China and the Red Cross of other countries is that the management, operation and supervision of the Red Cross of China are strongly and directly intervened by the government. Therefore, any reform of the Red Cross needs supports from the government to achieve a success. It is necessary to discuss the reform measures of the Red Cross from the government's point of view, which might be in line with China's actual situation.
