1 INTRODUCTION


1.1 Background of the Study

Historically, the functions of Management Information Systems have been changingandimprovingwithtimeandwiththebusiness andenterpriseexpectationsandrequirements.The initial role of MIS was all about planning and controlling (Zhang, 2013), and later, thefunctions were upgraded to supporting the organization’s operations as well as helping indecision-making activities. In order to handle a big amount of data in current businesses,Management Information Systems are needed. According to the definition given byKennevan, MIS is an organized way of providing past and present information as well as afuture projection with an organization. It helps in planning and making decisions byproviding needed information in a timely way (Kennevan, 1970).

In the past, it has been said that the failures and mistakes that happen in forestry areforgotten with time and then later repeated (Rackham, 1990). In order to avoid the samefailures and mistakes again, it is wise to keep the historical data available. As the ultimategoal of tending operation is to provide a good environment for a forest to grow (Hassan,2018; Sziklai, 1994) it is necessary to keep available the forest tending operations data,evaluate their performance later and plan for future operations (Vieilledent et al., 2018).Forest silvicultural operations play a big role in increasing the timber harvest and in keepingthe forest as healthyas possible (Schwartz et al., 2016). Other studies have shown that foresttending activities especially young trees tending can generate a financial income byextracting energy biomass from the residues of tending activities (Eker & Spinelli, 2018).This is another reason for keeping the data of forest tending activities.This studyestablishesa MIS to keep the record of forest tending operations historical data at the Linkou ForestBureau (LFB) and help forest managers to extract some information from these data.

1.2 Theoretical and practical meaning of the topic

From a theoretical point of view, this study will be an additional contribution to theexisting literature about the role of historical forest data in forest management and planning,as well as providing new and practical technique for environmental management. Thedetermination of the factors in the tending area amount prediction can also be an additionalcontribution to the literature.

For maintaining sustainable forests, many traditional management methods havebeen set upoverthe years.Forests arethe richest habitat fordifferent fauna andflora species.Therefore, it crucial to make them as sustainable as possible. Different modern managementtechniques are used, and recently Forest Management Information Systems (FMIS) are usedin order to facilitate different levels of managers in their daily activities. FMIS refers to theprocess of recording geospatial data, disseminating and reporting spatial information aboutforestlands, their associated resources, and management activities as well, for theirsustainable management.

Given the increasing investment of time, effort, and money invested in traditionalforest management, there is an urgent need to develop forest management information system programs to assess forest management operations’effectiveness.

The system should be able to display the key performance indicators for differentlevel managers on their managerial demand.
