This proposal fulfills all requirements of the DfT. The increase of the capacity is more than requirement. With previous experience from London Underground system, the punctuality will be guaranteed. The investment is indeed enormous, but the profits in large-scale and long-term are also very considerable for all cities along the railway. The risks exist in all infrastructure construction with or without profits.

In this article, we will list a series of options to increase capacity and profitability, and improve performance of the train service between London and Manchester (350km). Currently, the train service displays several complications that deeply cause the immense disappointment from the Department for transport (DfT). Hereby, we are providing novel options to the board of directors that could meet the requirements; hopefully, we can be awarded the franchise. Moreover, the cash flow model over the duration of the franchise is also displayed in this article.

The current complications mainly include the following aspects: the poor condition of the track, train and the signaling system, the lack of rolling stock and labor services issues. Therefore, 20% of the train services are cancelled or delayed.
There will be slight and acceptable increase of the train fare due to foreseeable inflation and the increasing expenditure of labor. However, the profitability of the train service is never short-term.
