Since the 1990s, with the development of computer and network technology, higher education have changed a lot, on the one hand, more and more colleges and universities have bought ready-made or developed their own virtual learning environment (VLE), teaching environment has been extended from physical environment to VLE (McGill and Hobbs, 2008); on the other hand, university libraries have gradually achieved digitization, coupled with appearance of a series of Web2.0 interactive tools and technology, making the digital resources of university libraries abundant, the services become more user-centric (Chou and Liu, 2005). All along, the digital libraries, design, development and maintenance of VLE in universities are carried out independently, entering the 21st century, more and more colleges and universities have began to integrate the two systems for higher education and achieved good results, that is the integration of the virtual learning environment (IVLE) (Annetta and Holmes, 2006). Integrated Virtual Learning Environment (IVLE) is a digital learning environment which integrates virtual learning environment (VLE) with resources and services provided by digital library (DL) in network environment to achieve the tight integration of network service system with library resources and teachers' electronic courseware to enable students to complete learning tasks in a one-stop, seamless learning platform (Dougiamas, 2004). At present, IVLE is relatively common in the United States and European countries, the UK Joint Information System Committee (JISC) is the advocate of studies on IVLE. The organization financed INSPIRAL (Investigating Portals for Information Resources and Learning), DELIVER (Digital Electronic Library Integration within Virtual Environments) and other projects, which were more successful IVLE cases (Annetta and Holmes, 2006; Chou and Liu, 2005). China’s domestic research in this area is still in its infancy, only Zhongshan University, Fudan University has several projects, such as DLIVE system.
