为了进一步加强、规范行政审批服务的基础工作,实现政府审批业务办理、反馈、查询、监督的全流程电子化,推进政务公开,规范办事流程,强化监督考核,提高行政效率,以建设公开透明、便捷高效的政务平台为目标,利用现代化电子信息手段,结合潍坊市电子政务实际情况,建设具有内部协同办公、网上审批、信息查询和监督管理等各项核心功能的“网上审批系统”。
主要工作有:在详细分析了国内外网上审批发展现状和趋势的基础上,详细的阐述了网上审批系统的建设的意义、系统的设计思路、总体架构、技术要求以及系统的工作流程和功能等内容,对于网上审批在政府系统中的应用提供很好的模式;通过市行政审批服务中心的需求调研和业务流程跟踪,详细了解并梳理了政府行政审批工作的业务特点和审批事项种类、办理流程,有效规范了全市行政审批业务;依托“数字潍坊”城域网,搭建网上审批系统软硬件与网络平台,为系统提供强有力的软硬件支撑;根据系统需求和目标,设计了系统架构、技术选择、将整个系统设计规划为在线服务系统、内部办公及管理平台以及支撑系统三部分,为系统建设确定了合理高效的开发和应用框架;应用了CA数字证书,确保了身份认证的有效性和各类数据的真实性;通过增加电子监察功能,为监管部门实时检查、跟踪考核、投诉处理提供了支撑;对沉淀的审批业务数据进行梳理,提供给市政务资源数据中心综合利用。
