Life For Palestinians In Iraq Since The Us Invasion International Law Essay
Palestinians in Iraq
Life for Palestinians in Iraq has changed since the US-led invasion. Many of their rights and status have declined. Iraq has been the home to many Palestinians since 1948. The Palestinians have enjoyed many rights that other Palestinian refugees in other countries have not. However, after the US-led invasion in 2003 the standard of these Palestinians has changed. Many have become targets of violence and hatred. The violence due to combat and targeting of Palestinians has led to many Palestinians who were living in Iraq to leave Iraq for regional countries which has left many of them stranded.
With the increase of Palestinians and Iraqi refugees in need there have been limited international responses both via services, and policies. The international, regional and domestic policies made in regards to refugees, Palestinians, and the Palestinians in Iraq. All have attempted to alleviate the needs of the Palestinians or refugees until a viable solution is found for the Israel-Palestinians situation.
Palestinians from Iraq have had difficulty finding states willing to allow them to enter their states. Most Arab states are already saturated with Palestinian refugees and are hesitant about allowing more refugees in for unknown lengths of time.
Lastly, the application of host state laws needs to be explored not only to its ability to meet refugee’s needs but also the burden it is causing on some states while alleviating other states.
History
History of Palestinians in Iraq
Palestinians have been in Iraq for a long period of time, since 1948. They have come in a series of events based on the conflicts with the Israeli-Palestinian Conflict and the instability in the region. The first wave came after 1948 and was mainly Palestinians from Haifa and Jaifa. A second wave came as the aftermath of the 1967 war. The third wave was a result of the 1991 Gulf War when many of the Palestinians, who were residing in Kuwait, were displaced due to the US Invasion. In July of 2003 a UNCHR registration accounted for over 22,000 Palestinians in Baghdad as well as many more in Basrah, Mosul and other parts of Iraq. [1] It is assumed there were many more Palestinians however; the unique security situation allowed to Palestinians in Iraq prevented the UNHCR from getting an accurate number, mainly because of the non-necessity of registration for Palestinian refugees in Iraq.
History of Saddam Hussein Regime and Palestinians in Iraq
Palestinians refugees in Iraq were able to enjoy luxuries Palestinians refugees are often denied in the rest of the world. Iraq is not a signatory party on the 1951 Refugee Convention. Palestinians were never granted “formal” refugee status however they were initially assisted by the Iraqi Ministry of Defense then the Ministry of Defense and Labour.
Palestinian refugees in Iraq had a high level of status and their rights were based off of the Casablanca Protocol. They had travel documents, the right to work, access to health education and other government services as well as government subsidized housing.
Iraq, the Arab League and Arab Unity
The exact motivation for Saddam Hussein’s support of the Palestinian refugees in unclear, particularly when Iraq’s fellow Arab states have done little to accept Palestinian refugees and even if they are allowed in the borders their rights are severely limited. However there are political motivations for Iraq such as Arab unity, both domestic and internationally and the Arab League. Iraq is a member of the
