The conference industry is a young, dynamic industry which grows rapidly recent decades. (Roger. T, 2003, p.1) The final two decades of the 20th century and the early years of the 21st century have witnessed spectacular investment in the infrastructure that supports both leisure and conference/business tourism. The conference industry is now a truly global industry, with almost 200 countries vying for a share of the lucrative international conferences and meetings market. Every big international city hopes to become an important centre of network in the particular area. And the international conference, exhibition hold the amount of amount in a city, that can shows the degree of the city's internationalization, therefore each metropolis of world establish a meeting bureau in succession.

Whether speaking from the international or domestic, exhibition tourism have become the fastest growing sectors of the tourism industry. According to Union of International Associations (UIA) report, in 2000 the total reached 9433 exhibition, the five major exhibition organized by the country accounted for 54.1% of the total market, in which the primacy of the United States to 1303, accounting for 13.8% of the total market, followed by in France 632 6.7% 613 United Kingdom 6.5%, Germany 591 accounted for 6.3% and, finally, Italy, 430, accounting for 4.5%. China's exhibition industry started in the 20th century, 80 years, after 20 years of development, already has a certain scale and level, especially in recent years, developed more rapidly, the city's exhibition to further enhance the level of scale and further expansion formed respectively in Beijing, Shanghai and Guangzhou as the center of Beijing and Tianjin, the Yangtze River Delta, Pearl River Delta economic zone three main exhibition. The overall level of China's exhibition industry and the international exhibition industry lags fairly far behind the developed countries. Comparing to other international cities’ MICE contribution to the tourism industry, Shanghai’s MICE tourism is still in the exploratory stage. As a new type of tourism, the essential function and purpose of MICE tourism are providing better professional tourism service, promoting the exhibition industry, and then pushing the city’s economic development. Therefore Shanghai should learn the advanced experience of developed countries, fair to raise the level of China's exhibition industry and promoting the development of tourism and promoting Shanghai and even China's economic growt
