关于电网融资问题的探讨

电力产业是整个国民经济的基础和命脉。具体来说，电力产业系统是由发电厂、变电、输电、配电网和电力用户组成的整体。2003年的电荒使人们的目光更多地投向电源的投资与建设，殊不知，由于我国电力建设中严重地存在着“重发、轻供、不管用”的倾向，使得电网建设与融资相对于电源更为迫切。
取消电力建设基金和供电贴费后，用于发展的资本性资金来源锐减，电网投资存在巨大资金缺口，而由于电网领域的投资风险及电网的资金密集性、不可分割性和公司融资的模式使电网融资步履艰难。本文旨在通过电网融资问题的分析，提出解决电网巨大的资本金缺口的途径，并进一步从电网企业的现状出发探讨了其融资方案。
本文的结构如下：引言介绍了美国加州电力危机、我国2003年电荒及其启示；第一章介绍了电网建设及面临的问题；第二章介绍了电网企业融资方式的历史沿革和现状；第三章对电网企业融资的问题提出了相应的解决途径；第四章根据电网企业的现状对融资方式进行了探讨。
[英文摘要]： The electric power force industry is regarded as the foundation and vitals of the whole national economy. To be stated in details, the power force industry system is a whole unit, made up of power plant, the networks for power transformation, transportation and distribution, and the electric power end users. The drought of electric power in 2003 has caught the people’s eyes on the investment and construction of the source of electric power, without knowledge of the severe situation that the exist of the trend of “stress much on power generation, neglect the supplication and do not consider the actual usage of power” has made the construction and financing of the power networks become more urgent than the power source.
After cancellation of the power construction fund and power supply subsidy, the source of capital funds used to develop has decreased greatly, and causes a large fund gap exits in the investment of electric networks. Because of the investment risk in the power networks, the compression, indivisibility of the fund for power networks and modes for company financing have caused difficulties for the financing of the power network to go on. The test is to bring forward methods to solve the large fund gap of the power networks through analysis of the problems on financing of the power networks, and go on discussing the financing schemes for the power networks through the current status of the enterprises in the power networks.
The structure of the text is as follows. The preface introduces the power crisis in California in USA and the power drought in 2003 in China and their revelations. The chapter one mainly introduces the construction of power network and the problems confronted. The chapter two introduces the developing history and current status of the financing methods of the enterprises in the power networks. The chapter three raise the corresponding solving methods on the problems of financing of the enterprises in the power networks. The chapter four discusses the financing schemes according to the current status of the enterprises in power networks .
