一、选题依据
跨入21世纪,社会经济生活发生了前所未有的变化。首先,发展中国家工业化进程的加速引发生产力飞速发展,导致商品在市场的供应极度膨胀,买方市场成为当前市场的主要形态。相比而言,需求不足成为普遍现象,并且成为制约许多国家经济发展的主要障碍。为此,世界经济的增长开始逐渐从依赖生产环节转变为依赖流通环节。流通成为社会再生产的中枢,充当着对整个社会经济运行组织和调控的功能,流通在社会经济中的主导地位开始凸现。
其次,伴随着市场经济的成熟与完善,企业间的竞争已开始从生产领域向流通领域过渡。表现为在生产领域中技术竞争,产品竞争、成本竞争等值得挖掘的利润空间日益缩小,竞争成本却在相对增加。传统的以降低原材料消耗或提高生产率为手段的,增加“第一利润源”或“第二利润源”的做法,在上世纪中期,由于客观条件限制已难有更大的作为空间。为此,人们的注意力逐步转向流通领域,并提出了节约流通费用,挖掘流通潜力的设想。日本早稻田大学西泽修教授率先提出“第三利润源”说。著名的管理学权威P•F德鲁克则将流通领域描述为“黑大陆”,认为流通领域存在很多可供开发的东西,有许多未知的事物,“模糊性尤其突出”。流通领域相对生产领域来说,正以存在着更多的利润空间与开发潜力,而受到世人的瞩目。
最后,生产、流通、消费是社会经济循环的三大组成部分。其中,流通是联结生产与消费的桥梁。从理论上讲,生产、流通、消费的均衡发展是保持社会经济良性循环的基本要求。但现实的情况是,受诸多因素的影响,当前,“流通的发展严重滞后于生产与消费”,成为制约社会经济发展的瓶颈,为此,消除流通瓶颈,充分发挥流通在社会经济中的桥梁与纽带作用,成为理论界与实践部门共同关注的焦点。
