随着我国经济的快速发展和现代企业制度的不断完善,具有垄断生产性质和严格计划生产的中国印钞造币总公司的管理也日渐规范,它的下属企业南昌印钞厂面临前所未有的发展机遇,生产规模将进一步增加,进入到印钞行业第一集团军,这些变化都要求南昌印钞厂建立一整套更加严密的科学管理体系。目前南昌印钞厂倡导“绩效领先、精细管理、开拓创新、和谐发展”的管理理念,制定了“1258”战略,为保证这些目标的实现,需建立一套适合企业发展的绩效评价指标体系。本文全面分析了的中国印钞造币总公司绩效管理现状,并重点分析了南昌印钞厂现有的绩效评价体系的实际状况,并分析研究出能起引导作用的关键指标。在该厂进入快速发展时期和现代化体制改革之际,以前的绩效评价体系存在着许多不足,需要进行完善和改进。
本文对国内外目前比较实用的绩效管理:目标管理评价业绩MBO法、关键业绩指标KPI法、基于平衡计分卡BSC法、经济增加值EVA法等多种绩效评价方法进行了分析研究,对国有企业需要建立何种绩效评价体系和需要什么指标进行了分析研究。同时结合印钞企业的实际,探索出适合该类企业的动态绩效管理的模式。设计和分析了一套新的绩效评价体系和指标,并阐述一些指标设计的选取原因,并给出了绩效评价保障措施。
本文对如何设计个人绩效评价规则,以促进组织绩效的实现,也做了有益的探讨,并以该厂工程技术人员为例,设计了两套评价方案,一套简单实用,对工程技术人员每项工作,每一天的工作内容,在全厂范围,多个层次对其进行评价,类似于360°评价。另一种是基于能力评价模型,有一定的理论,并应用了计算机这一现代化工具,能准确快速地对工程技术人员的能力进行评价,并能及时反馈给本人,这两种方法具有很高的实用价值。
本文的研究成果在一定程度上提出了对国内印制行业建立绩效管理的系统思路和方法,帮写硕士论文对这类企业有一定的指导作用。

With the fast development of the economy of our country and constant completion of modern enterprise system,China Banknote Printing & Minting Company,With monopoly production nature and the strict planned production, to be also standard day by day. Nanchang Banknote Printing Plant, the subordinate enterprise of CBPMC, faced with the unprecedented development opportunity, the production scale will further increase, enters to first group of printing industry, these changes will request Nanchang Banknote Printing Plant to establish an entire set of stricter scientific management system.At present Nanchang Banknote Printing Plant initiative the management idea:" The performance leads, finely manages, pioneers and invents, develops harmoniously", has formulated "1,258" strategy. In order to guarantee the realization of these goals, need to set up a set of achievement appraisal systems of suiting enterprise's development. This article analyse and research many practical achievement appraisal methods in domestic and international at present, such as: Management by objectives, Key Performance Indicator (KPI), The Balance Score-Card (BSC), Economic Value Added(EVA)and so on. The state-owned enterprises need to establish the performance evaluation system and the needs of the analysis of indicators.Combine the reality of the Banknote Printing and Minting enterprise at the same time, explore the whole course of dynamic performance management mode of this suitable kind of enterprises. Designed and analyzed a set of new achievements appraisals system and targets, explain the related appraisal rule and some target designs selection reasons。
This article has also made a discussion for how to design individual achievements appraisal rule and how to promote the organization achievements realization. Take the engineers and technicians of this factory as an example, It has designed two sets of appraisals plans. One set is simple and practical, appraise to each job of engineers and technicians, the working content of every day, in the range of the whole factory, it is similar to 360°Feedback. Another kind is based on the ability appraisal model has the certain theory. With the help of computer, It can appraise to engineers and technicians' ability accurately and fast and feedback themselves in time. These two methods have the very high practical value.
