摘 要
从2010年开始广东广播电视台高清摄录设备的不断增加,并已替换原有标清摄录设备投入生产使用,拍摄高清新闻素材条件已成熟;高清节目的播出对提升台节目收视率有一定帮助,台提出了高清新闻制播的需求。广东广播电视台原有标清新闻制播网络系统,运行十余年,设备老旧;标清新闻制播网所使用的专业硬件也无法兼容高清新闻的视音频的制作与播出,高清新闻制播网络系统从底层的专业硬件到上层的应用软件都必须重新规划建设,以适应高清新闻制播的业务需求。
针对这一需求,设计建造新的高清新闻制播网络系统。新建系统首先必需能接替现有标清的节目制作量,保证新闻生产稳定,高效率,适合台内的新闻业务流程。高清新闻制播网络系统包括:高清文稿子系统、高清制作子系统和高清播出子系统。
高清新闻制播网络系统是由基础IT设备,大容量素材存储,高清文稿子系统,高清制作子系统,高清播出子系统组成一个综合的网络系统。本论文着重论述高清文稿子系统的设计与实现。高清文稿子系统采用B/S架构,与其他子系统之间通过系统接口交互数据。
文稿贯穿整个新闻制播的工作流程,文稿是新闻的脚本,是新闻的筋骨。没有文稿,整个新闻制播业务无以为继。本文以设计与实现文稿子系统为主要论述对象,包含以下方面:
1.从实际新闻业务需求出发,设计高清文稿的功能。
2.根据设计,实现高清文稿的用户管理、文稿管理、串联单管理功能。
3.节目制作子系统、播出子系统通过接口与文稿相互关联,实现新闻节目制作流程。
4.系统以7x24小时无间断运行为标准,对系统整体的可靠性进行设计与实现。
高清新闻制播网络系统的建成,实现了广东广播电视台的高清新闻制播业务流程,各子系统间工作顺畅。其中文稿子系统运行稳定,满足实际工作需求,有效提高了新闻的生产效率。取得较好的实用效果。

Abstract
As the continuous increasing of high definition recording devices of Guangdong Cable Television from the year 2010, which have been put into utilization in place of the original standard definition recording devices, the conditions for high definition news materials recording are mature; the broadcasting of high definition programs can improve the audience rating of the programs of the Television to a certain extent and the Television proposed to requirement on high definition news production and broadcasting; As the original standard definition network system of Guangdong Cable Television are very old after a dozen of years and cannot bear the production and broadcasting of high definition news, it is imperative to construct high definition news production and broadcasting system.
Regarding to the requirement, the new high definition news production and broadcasting network system shall be designed and established. The new system must first be able to replace the existing standard of the program production, to ensure stable and efficient news production, high efficiency, suitable for the business process within the news. HD news production and broadcasting network system include:HD News releases subsystem HD production subsystem, HD Studio subsystem.
HD news production and broadcasting network system is by the IT equipment, material storage, user management, HD News releases subsystem HD production subsystem, HD Studio subsystem consisting of an integrated network system. This thesis focuses on the design and implementation of HD News releases subsystem. The B/S architecture is adopted in the HD News releases subsystem, and the system interface is used to exchange data with other subsystems.
Throughout the news release of news production workflow, news releases is the soul of the news . No news releases, the news broadcast business can not working. In this paper, the design and implementation of the subsystem is mainly discussed, including the following aspects:  .
1.According to the actual demand of the news business, design the function of the high definition manuscript.
2.According to the design, the realization of the user management,the news release management,the Broadcast series management function.
3.HD production subsystem, HD Studio subsystem and HD News releases subsystem through the interface exchange data each other,to realize the production procedure of news programs.
4.The system is designed and implemented by the standard of 7x24 hours without interruption.
The completion of HD news production and broadcasting network system, improve the Guangdong Radio and television HD news production and broadcasting business process, between the various subsystems work smoothly. The HD news releaese  subsystem runs stably and meet the requirement of the actual work, effectively improve the production efficiency of the news. Achieved good practical results.
