Introduction 介绍


马克斯·韦伯的官僚组织理论提供了一种理想的组织模式,至今仍被许多大组织所采用。尽管从技术角度来看,官僚组织被称为最高组织形式,但在二十一世纪不太可能成功。不仅条件过于苛刻,而且忽视了新世纪所面临的新挑战。
本文将对马克斯·韦伯的官僚组织理论作出辩证的判断,并对官僚机构为何不可能在二十一世纪取得成功作出批判性的分析。首先对管理理论进行了文献综述。在此基础上,介绍了官僚组织的主要特征,并提出了相应的弊端。最后以Bancolombia和HCL Technologies为例,专门分析官僚组织的局限和改进方向。
Max Weber’s theory of bureaucratic organizations provides an ideal model of organization type which is still applied by many large organizations nowadays. Though the bureaucratic organizations is known as the highest form of organization from the technology point of view, it is unlikely to succeed in the 21st century. Not only the condition is too rigorous to realize, but also the neglect of the new challenge arising in the new century. 
This essay will make a dialectic judgment on Max Weber’s theory of bureaucratic organizations and critically analysis why bureaucratic organizations are unlikely to succeed in the 21st century. Firstly it will make a literature review of management theory. Following this the main characteristics of bureaucratic organizations would be introduced and their corresponding disadvantages would be presented. Finally, it will take examples of Bancolombia and HCL Technologies to specifically analysis the bureaucratic organizations’ limitation and improvement direction.

Max Weber’s bureaucratic organizations theory is unlikely to succeed in the 21st century since that it is not only too idealized and rigid but also neglects lots of factors existed in the past or just appeared. Human beings are the main elements all the time, thus concerns on the staff must be improved on the module of bureaucratic organizations. Besides, new hot spots like shareholders’ equity, corporate responsibility, virtual technology, service innovation and environment protecting requires for the revolution of management. The combination of bureaucratic organizations and other improvement according to the situation is wisest for modern management
