1.1 Development history of APEC
Asia-Pacific Economic cooperation organizations, which is also called APEC, was founded in November 1989 in Canberra, Australia. The aim and decree of APEC is mutual respect, multi-cooperation, equal and mutual beneficial, mutual open and shared prosperity. Now APEC has 21 country members, its population take up 45% of total world population, gross domestic production of APEC takes up 55% of the world, and the trade volume if 46%. (ChinaNet,2004)Now APEC has not only played an indispensable role in global economic activities, but also the most important cross-region economic cooperation organs of governments in Asia-Pacific Regions.
In the development history of APEC, four great events mark its four different development stages. In November 1993, the first abnormal conference of country leaders of APEC have been organized, and an important declaration of economic prospect of APEC leaders have been issued. In this declaration, it has been advanced that the establishment of open and multilateral trade systems serve as the footstone of economic development of Asia-Pacific regions. In November, 1994, the second abnormal conference of country leaders of APEC has been opened in Bogor, Indonesia, and at this time a declaration of common determination by has been issued. In this declaration, it has been advanced that developed and developing country- members will realize investment and trade free in 2010 and 2020 respectively. In November, 1995, the third abnormal conference of country leaders of APEC was opened in Osaka, Japan, and the spirit of Bogor Declaration has been put into action. In October, 2001, the 9th abnormal conference of country leaders of APEC has been opened in Shanghai, China, and the Shanghai Declaration has been passed and the strategy of economic and trade globalization and digital APEC strategy has been advanced.
