2.1 Theoretical basis
2.1.1 Organizational Learning Theory
Since the concept of organizational learning has been put forward, many scholars have carried out research on organizational learning, and achieved abundant theoretical results. Argyris and Schon gave a comprehensive and systematic discussion on organizational learning. In their opinions, organizational learning is the process of discovering errors and correcting them by rebuilding organizational practices. The process of organizational learning can be divided into problem solving orientation and information processing orientation. The former tends to regard organizational learning as a process from problem discovery to problem solving; the latter considers organizational learning as a process of acquiring knowledge or information and distributing, applying, and re-creating them continuously. In addition, some scholars introduce environmental factors into the research of organizational learning, and hold that organizational learning is a behavioral process of acquiring knowledge and creating knowledge to solve problems in order to adapt to the uncertainty of the environment. March distinguished two ways of organizational learning: exploration and utilization. Exploration refers to the acquisition of new knowledge, including "search, change, adventure, attempt, flexibility, discovery, innovation", etc., and emphasizes the attempt to new knowledge and ability; utilization refers to deepening internal knowledge, including "perfection, screening, production, efficiency, selection, implementation, execution", etc., and emphasizes the application of existing knowledge and ability. The most important difference between the two ways is the attitude of the organization to existing knowledge. Exploration refers to the "pursuit of new knowledge" and utilization means the "utilization and development of existing knowledge".
